A treatment plant takes the idea of a Septic tank a stage further with active assistance to the breakdown process. This can mean bubbling air through the waste, stirring etc.

The eventual discharge is very clean and may be discharged into a watercourse.

A treatment plant requires Consent to Discharge and could be subject to future legislation. Currently there is no charge for 5 cubic metres of discharge, but future legislation may mean that a charge is made. Therefore, you could regard consent to discharge as something that is traceable and may come back to haunt you in the future.

Discharge to a ditch from a treatment plant is allowed even if the ditch is dry, but there may be a need to advertise the use to other households in the area. This can add 600 GBPS to the cost, as this has to be paid for by the applicant. The cost for Consent to Discharge is currently 84 GBPS. The EA prefer a ditch, which is diluted by some other source of water.
