Come on guys and girls get your acts together...the average house hold could probably pay about 20% less in energy and water consumption with a few judicious modifications...
Whilst Corgi might be the self styled boiler installers union, it clearly does not encourage corgi engineeers to install a room thermostat or time clock etc (with apologies for those who do) so whats stopping people from a small investment to make the world a cleaner place?

I saved £100 ayear by putting on a room thermostat because the corig guy who installed my boiler could not be bothered to spend £12, and £50 by putting on a water meter...

I always push part l plus I love my double glazed windows insulated walls and ceiling and t/valves and Honeywell Cm67, it certainly cut my bills.
I have an Ideal isar condenser but cant see how it will save any money as it doesn't sound like it is going to last long with it's alum xchanger and last time I serviced it the pcb went on a mardy which next time it does that it will cost me a years worth of gas just to replace it.

As Alex really knows CORGI is not a Union for gas installers.
It is of course an organisation we MUST be members of when we work on gas appliances.
The requirement for room thermostats is covered by the Building Regulations ( not CORGI ) and anyone who does not follow this is in theory in breach and could be prosecuted.
In practice it is up to the client to insist that the installer does a proper job and as JAH says most are not bothered by energy efficiency.
Almost all boilers have built in timeclocks and again these are required by the Building Regs.

how quickly the world changes....
recently I have convinced a client to spend money on roof insulation instead of bigger radiators...and now he is asking for a hot water system that is energy efficient...
with oil at $60 a barrel, there is going to be more demant for this type of work
